The work is straightforward: know what the waterside actually supports, secure tenure on terms that survive the investment horizon, and align the site with the federal and regional programs that fund it.

The technical demands are extreme and unforgiving. Berth depth, pier load ratings, craneage and laydown determine what a site can ever be — and none of them show up in a conventional property search. The diligence has to start on the waterside.
